European Commission study shows Georgia ranks among Europe’s top five for public trust in Government

A European Commission study published by the World Bank as part of its Worldwide Governance Indicators on Friday found that Georgia ranks among Europe’s top five countries in terms of public trust in government.
The assessment was conducted under the Eurobarometer project and is based on large-scale public opinion surveys carried out across nearly 40 European countries.
According to the findings, Georgia’s government scored 54.1 points on a 100-point scale, marking a record high for the country and placing it fifth in Europe. In the previous 2024 assessment, Georgia ranked eighth on the continent for public trust in government.
The top five countries in the 2025 assessment were Luxembourg, Denmark, Montenegro, Austria and Georgia.
The Netherlands, Bosnia and Herzegovina, France, Greece and Slovenia ranked lowest in terms of public trust in government.
Eurobarometer is a survey instrument used by the European Commission, the European Parliament and other EU institutions and agencies to regularly monitor public opinion across Europe on EU-related, political and social issues.
The surveys provide valuable data for policymakers, researchers, media organisations and the wider public.
The Eurobarometer project was launched in 1974 within the European Commission by Jacques-René Rabier, a former associate of Jean Monnet and the Commission’s Director-General for Information. It was initially conceived as a tool to help “show Europeans to themselves”.
Since then, the project has expanded significantly through the introduction of additional survey instruments. In 2007, the European Parliament began conducting its own regular Eurobarometer surveys, focusing on issues of particular relevance to the institution, including European elections.
Today, alongside the European Commission and the European Parliament, a number of other EU institutions and agencies also use Eurobarometer surveys.
The broad geographical coverage, regular publication of results and long-term tracking of a wide range of topics have made Eurobarometer a unique source of public-opinion data and analysis within the European Union.
