Georgian Foreign Ministry slams EU Enlargement Report for political speculation

The Georgian Foreign Ministry on Tuesday responded to the European Commission’s 2025 Enlargement Policy report, accusing it of unfounded negativity, ignoring violence against state institutions, and weaponising EU membership to interfere in domestic politics.
In a statement, the Foreign Ministry expressed alarm over the report’s use as a platform for baseless criticism and political speculation, regretting its biased portrayal of Georgian events - particularly in light of the EU’s inaction regarding the violent attacks on state institutions on October 4.
“It is alarming that the enlargement report on Georgia is being used to voice unfounded negative assessments and to fuel yet another round of political speculation. It is regrettable that the European Commission’s report tendentiously evaluates a whole series of events in Georgia - an outcome that came as no surprise, especially after EU institutions stubbornly turned a blind eye to the attacks and violence perpetrated against Georgia’s state institutions during the local-government elections in Tbilisi on 4 October 2025. Moreover, the joint statement by High Representative Kaja Kallas and Enlargement Commissioner Marta Kos on those events lays the groundwork for a distorted interpretation of what actually happened”, the statement said.
The Ministry pointed out that no Association Agreement meetings occurred over the past year due to the EU’s suspension of dialogue, and Brussels rejected Georgia’s Economic Reform Programme report.
“As is well known, the Commission’s report is supposed to reflect yearly progress on the basis of information submitted by candidate countries and work carried out within the dialogue formats defined by the EU-Georgia Association Agreement. It must be noted that, using the pretext of suspending dialogue pursuant to the European Council conclusions of 27 June 2024, the EU side did not hold a single Association-Agreement meeting with Georgia - at any level - throughout the past year. Furthermore, it officially refused to accept Georgia’s Economic Reform Programme report prepared under the methodology designed for candidate/potential-candidate countries and refused to assess Georgia’s progress”, the Ministry said.
Amid Georgia’s rising international rankings in governance, anti-corruption, and economic stability, the Ministry questioned the report’s impartiality.
“Against the backdrop of Georgia’s improving scores in a wide range of international rankings - including Government integrity, bureaucracy, anti-corruption efforts, and governance effectiveness - plus a visibly stable macro-economic environment and high economic growth, serious question marks must be placed over the objectivity of the Commission’s assessments”, the statement noted.
The Ministry condemned EU actions as attempts to meddle in Georgia’s internal affairs, urging an end to politicising enlargement while pledging continued fulfilment of EU obligations.
“We are deeply concerned by the steps and statements taken by EU institutions toward Georgia, which are deliberately aimed at influencing Georgia’s domestic politics and run counter both to the spirit of Georgia-EU relations and to our common interests. We condemn every attempt to turn the issue of EU membership into a political instrument, an approach that damages relations between Georgia and the European Union”, the statement said.
“Georgia remains faithful to the agreements signed with the EU and will continue in good faith to fulfil the obligations undertaken under the Association Agreement in order to bring the country closer to European standards in the Euro-integration process. The Government of Georgia, as a responsible and committed partner, once again reaffirms its desire for constructive, mutually beneficial cooperation with the EU that is built on respect, grounded in shared values and principles, and free from coercion”, the Ministry concluded.
