Georgia ranks among Europe’s top 10 for efficiency of education and healthcare spending

Georgia ranks among the top 10 European countries for the efficiency of government spending on education and healthcare, according to the Chandler Institute of Governance’s Good Government Index 2026 and its Spending Efficiency indicator.
The indicator assesses how efficiently financial resources are used in two key areas - healthcare and education. In healthcare, the input variable is per capita healthcare expenditure based on purchasing power parity (PPP), while the output variables are life expectancy, which carries a 50% weighting, and an age- and life-expectancy-standardised disability-adjusted measure, also weighted at 50%.
In education, the input variable is government expenditure on education per capita, measured by PPP. The output variables are the Education Index used in the Human Development Index (HDI), weighted at 50%; the youth literacy rate, weighted at 25%; and the share of young people not in education, employment or training (NEET), also weighted at 25%.
In the global ranking, Georgia scored highly, placing 36th worldwide and among the top 10 countries in Europe. It ranked ahead of five G7 countries and 25 countries that are members of the EU, Schengen Area or NATO.
Countries ranked below Georgia include the United Kingdom, Canada, the United States, France, Italy, Luxembourg, Switzerland, Hungary, Portugal, Spain, Belgium, Denmark, Austria, Czechia, Slovakia, Poland, Croatia, Estonia, Latvia, Lithuania, Romania, Bulgaria, Montenegro, North Macedonia and Turkey.
The indicator draws on thematic studies and data from the United Nations, World Bank, World Health Organization and International Monetary Fund.
