Questions raised after ‘independent’ expert linked to Polish gov’t allegedly approved prewritten disinformation on Georgia as Moscow Mechanism findings

Concerns have emerged regarding the independence of Patrycja Grzebyk, the so-called independent expert who signed and presented a report on Georgia as the conclusion of the Moscow Mechanism. Critics allege that the document may have been pre-prepared disinformation that was later endorsed and introduced as an official assessment.
Patrycja Grzebyk is an Associate Professor at the Faculty of Political Science and International Studies at the University of Warsaw. However, her career profile reveals a trajectory heavily supported and directed by state institutions.
According to information dated March 3, 2026 and published by the The Jagiellonian Law Society, Grzebyk is a member of the Advisory Board of the Polish Ministry of Foreign Affairs, a board member of the European Society of International Law, and president of the Network on Humanitarian Action (NOHA). The same source states that she previously served as Poland’s legal counsel at the International Court of Justice and has authored expert analyses for state institutions. Similar biographical information is also published on the website of the Kościuszko Foundation.
In 2024, the official website of the Polish Ministry of Foreign Affairs published information about the inaugural meeting of the Foreign Minister’s Advisory Legal Committee. The statement noted that new members were appointed from among theorists and practitioners of international law representing Poland’s academic and research institutions. In the list of 15 appointees, Grzebyk appeared second.
Last year, the Permanent Mission of Poland to the United Nations hosted a reception presenting Grzebyk’s candidacy for membership in the United Nations Committee Against Torture for the 2026–2029 term. The Polish consulate later shared material from the event on the social platform X.
In addition, the OSCE “independent expert” serves on the council of the Polish Institute of International Affairs (PISM), a state-funded think tank. She is also a member of the advisory board of the Mieroszewski Centre, an institution operating under the supervision of Poland’s Ministry of Culture.
Grzebyk has also participated as an expert in official Polish delegations, including the special session of the Assembly of States Parties to the Rome Statute of the International Criminal Court in 2025.
Her professional path in international law began with a scholarship from the Polish Ministry of Foreign Affairs.
