Former Deputy Health Minister Ilia Ghudushauri arrested on abuse of power charges

The Investigative Service of the Ministry of Finance has released details regarding the arrest of Ilia Ghudushauri, the former Deputy Minister of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia.
The agency stated that the investigation is being conducted under Article 332, Part 2 of the Criminal Code of Georgia, which concerns abuse of official authority by a public and political official.
“The investigation determined that on September 27, 2022, the Ministry announced a tender for the procurement of emergency medical transport vehicles. The final beneficiary of the tender was LEPL Coordination and Emergency Assistance Center. Three companies participated in the tender, and the winning bid was submitted by a company offering the lowest price of ₾8,525,876”, the statement said.
The Investigative Service further added that the tender was subsequently canceled on the unlawful instruction of Deputy Minister Ghudushauri, who abused his official powers to favor another company.
“On May 10, 2023, a new tender was announced under his direction, with conditions tailored to a specific pre-selected applicant, preventing other companies from participating. The pre-selected company was unjustifiably paid ₾2,138,196 by the ministry, substantially violating the state’s legal interests”, the statement noted.
“To identify individuals involved in corruption, hold them accountable, and prevent further corrupt practices, the Investigative Service of the Ministry of Finance continues to conduct intensive operational and investigative activities”, the agency stated.
