Human Capital Index 2024: Georgia enters Europe’s top 20, 33rd globally

The European Commission has released the Human Capital Index for 2024, based on the United Nations’ latest report on the E-Government Development Index.

According to the Index, Georgia scored an impressive 87% on a 100-point scale, securing 33rd place globally and entering the top 20 in Europe.

This achievement places Georgia ahead of two G7 countries, as well as 16 EU, Schengen Area, and NATO member states, including France, Belgium, Italy, Luxembourg, the Czech Republic, Slovakia, Croatia, Slovenia, Poland, Liechtenstein, Malta, Albania, Bulgaria, Romania, Montenegro, and North Macedonia.

Globally, Australia tops the Human Capital Index, while Iceland leads in Europe. At the other end of the spectrum, Somalia ranks lowest worldwide, and Bosnia and Herzegovina holds the last position in Europe.

Among the European Union’s new candidate countries, Ukraine ranks 47th globally, and Moldova ranks 62nd.

The European Commission also published historical data for the Human Capital Index covering 2003–2024. The figures show that in 2003, Georgia was ranked 56th globally. By 2012, it had dropped nine places to 65th. Over the past 12 years, Georgia’s ranking improved significantly by 32 positions, bringing it to its current 33rd place.

The Human Capital Index is prepared by the United Nations and published every two years, serving as a benchmark for measuring progress in governance and human capital development worldwide.
