Georgia ranks 14th globally, among Europe’s top 10 for Government transparency

The Chandler Institute has published its Global Transparency Ranking as part of the Good Government Report 2026. Georgia received a high assessment, ranking 14th worldwide for government transparency.
Georgia also placed among Europe’s top ten countries in the Transparency Index. According to the ranking, Georgia outperformed four G7 members and 26 member states of the European Union, the Schengen Area, and NATO, including the United Kingdom, Japan, France, Italy, Spain, Portugal, Belgium, Luxembourg, Iceland, Austria, Hungary, the Czech Republic, Slovakia, Poland, Slovenia, Croatia, Latvia, Lithuania, Greece, Romania, Bulgaria, Malta, Cyprus, Montenegro, North Macedonia, and Turkey.
Europe’s top ten countries for Government transparency are Sweden, Norway, Finland, Denmark, the Netherlands, Switzerland, Germany, Ireland, Estonia, and Georgia.
The Transparency Index is based on two global assessments conducted by the US-based organisation TRACE International and the International Budget Partnership.
As part of its Bribery Risk Matrix, TRACE International examined and measured various aspects of transparency in Governments’ regulatory functions, including transparency in public procurement, transparency in Government policymaking, the publication of laws, and access to government data.
The International Budget Partnership, for its part, produces the Open Budget Index, in which Georgia has ranked first globally for budget transparency since 2023.
Notably, the Chandler Institute’s Good Government Report 2026 is the third major study published during the latest reporting period to place Georgia among the world’s leading countries in terms of transparency.
The first was the Transparency Index published by the European Research Centre for Anti-Corruption and State-Building and released by the European Commission, where Georgia ranked among the world’s top 20 governments. The second was the Democracy Perception Report 2026 by the Alliance of Democracies Foundation, in which Georgia ranked first in Europe for government transparency.
According to the same report, Georgia is the only European country where government transparency received a positive public assessment. The study is based on responses from more than 94,000 respondents across 98 countries worldwide.
The Alliance of Democracies Foundation was established by former NATO Secretary General Anders Fogh Rasmussen and is also the organizer of the annual Democracy Summit.
