Georgian Gov’t Administration Head: peace, stability, strong institutions drive economic growth, public investment

Levan Zhorzholiani, the Head of the Georgian Government Administration, on Tuesday emphasised that lasting peace combined with institutional strength, anti-corruption measures, and efficient public procurement created the foundation for economic growth and targeted investments in education, healthcare, and social welfare.
Speaking on the sidelines of the 2026 World Governments Summit, Zhorzholiani noted that maintaining stability required robust institutions, a strong anti-corruption framework, and an effective public procurement system.
“If a country wants to maintain stability, it is essential to have strong institutions, a strong anti-corruption policy, and a strong public procurement system”, he said.
He highlighted the establishment of the Government Efficiency Department within the Government Administration, explaining that its role was to protect the public interest across all ministries, Legal Entities of Public Law, non-commercial legal entities, and state-owned enterprises.
“For example, a Government Efficiency Department has been established within the Government Administration. Its main function is to protect the public interest across all ministries, all Legal Entities of Public Law (LEPLs), all non-entrepreneurial (non-commercial) legal entities, and all state-owned enterprises. As a result of the first six months of this year, the fiscal outcome amounted to 300 million. This is a large sum for our budget. This is how much we have saved for the state budget. We also ensure accountability of all ministries and public institutions”, Zhorzholiani noted.
Zhorzholiani also underscored the importance of public procurement reform, pointing out that the public sector was one of the largest purchasers in the economy.
“Public procurement is also important, as the public sector is one of the largest buyers in the country. Therefore, we carried out a comprehensive reform of the entire system and introduced an electronic market research system. This is Georgian know-how. It has no exact equivalent in the European Union or its candidate countries. It includes all contracting authorities and 59,000 economic and business entities that participate in market research and in the procurement procedures themselves. The main goal of this system is to minimise risks in procurement and eliminate bias. Therefore, if there is peace in the country, alongside stability and trust, the economy grows. When institutions function properly, you have the opportunity to invest in people, education, the acquisition of new skills, vocational training and social programs, healthcare, and other areas. Our policy is based precisely on these principles”, he concluded.
