Georgia has taken over the chairmanship of the Organisation for Security and Co-operation in Europe Forum for Security Co-operation (FSC), with the term officially beginning on April 22 during the opening session held in Vienna.

Georgia’s vice prime minister and minister of foreign affairs Maka Botchorishvili addressed the session, outlining the country’s priorities and highlighting key challenges in the regional security environment.

In her remarks, Botchorishvili stressed that the current security situation across the OSCE region remains a serious concern and requires immediate attention.

She pointed to evolving modern threats that extend beyond traditional security frameworks, emphasising the need for stronger cooperation and innovative approaches within the FSC.

“Georgia firmly believes that respect for agreed principles and the restoration of trust among participating states must be the starting point of our collective efforts”, she said.

The minister underlined that restoring trust among participating states and ensuring respect for agreed principles must be central to collective efforts.

“Our country faces complex security challenges, and from our own experience we understand the consequences of unresolved conflicts, violations of sovereignty, and the erosion of trust among participating states, while Russia continues the occupation of two regions of Georgia and maintains an illegal military presence there”, Botchorishvili noted.

Drawing on Georgia’s own experience, she reaffirmed the country’s commitment to constructive engagement and practical, results-oriented dialogue within the forum.

“The implementation of commitments within the organisation, including those envisaged by the Vienna Document and other confidence and security-building measures, faces constant challenges. Risk reduction mechanisms are under pressure, the level of transparency and predictability in the military sphere is low, and opportunities for dialogue are often constrained by political or security factors”, she stressed.

As part of Georgia’s chairmanship agenda, three main priorities were identified: strengthening the Code of Conduct, addressing the impact of armed conflicts on women and girls, and tackling human rights violations during conflicts.

In conclusion, Bochorishvili noted that Georgia has officially applied to chair the OSCE in 2027, reaffirming the country’s commitment to the organization’s principles and its readiness to contribute actively to regional security and cooperation.

Georgia will hold the FSC chairmanship until September 2026, as the position rotates among participating states three times a year.
