Georgia tops Europe in Government Transparency, says 2026 Democracy Perception Index

The Alliance of Democracies Foundation has released its 2026 Democracy Perception Index (DPI), the world’s largest and most comprehensive annual study on how people perceive democracy. The report highlights significant achievements for Georgia, placing the country at the forefront of European transparency and democratic optimism.

According to the report, the Georgian government ranks first in Europe for transparency. Notably, Georgia is the only European nation where government transparency received an overall positive evaluation.

In the broader Democracy Perception Index, while Scandinavian countries like Sweden, Norway, and Denmark continue to lead, Georgia has outperformed several EU and NATO member states. The country ranks higher than Portugal, Lithuania, France, Greece, Romania, Turkey, Moldova, and Ukraine in terms of democratic perception.

Georgia also secured a spot in the global top ten for the perceived positive impact of elections. In this regard, Georgia is among the top three countries in Europe and the North Atlantic Alliance alongside Hungary and the United States, ranking second in Europe.

As part of the 2026 Democracy Perception Index, the Global Perception Index was also published. This index is based on the assessments of 46,667 respondents worldwide, who were surveyed between March 19 and April 21, 2026.

The study monitors how people in 85 countries view the situation in 132 countries and international organisations, evaluating them either positively or negatively. According to the index, Georgia ranked 38th in the world and secured a spot in the top 20 in Europe.

Notably, in the global rankings, the European Union placed 47th, NATO held the 90th position, and the United Nations ranked 118th.

In terms of positive evaluation, Georgia surpasses numerous members of Europe, the EU, and NATO, including France, Great Britain, the United States, Latvia, Lithuania, Estonia, Slovakia, Bulgaria, Turkey, Hungary, and others.

The 2026 DPI offers an unprecedented comparison of global attitudes toward democracy across 98 countries. The findings are based on over 94,146 nationally representative interviews conducted between March 19 and April 21, 2026.

The Global Perception Index specifically utilised data from 46,667 respondents during the same period.

The Alliance of Democracies Foundation is chaired by Anders Fogh Rasmussen, former secretary general of NATO and former prime minister of Denmark.
