PM: Georgia’s disciplined, predictable reform path strengthens investor confidence, keeps country attractive investment destination

Georgian Prime Minister Irakli Kobakhidze on Wednesday said that despite global challenges and regional tensions, Georgia remained a steadfast pillar of peace, stability, and economic resilience.
In his address during a panel discussion at the ongoing Tbilisi Silk Road Forum, Kobakhidze highlighted that Georgia’s recent achievements stem from a strategic vision based on peace and predictability.
“These achievements directly reflect the Government’s vision and strategy: peace creates predictability, and predictability, in turn, lays the foundation for sustainable economic growth. From 2021 to 2024, our country recorded one of the highest economic growth rates in the world, with an annual average of 9.4 percent. Georgia remains on a strong trajectory in 2025, with medium-term growth projected at 5.1 percent over the next five years, according to International Monetary Fund data”, he said.
The Prime Minister emphasised that Georgia’s ongoing reforms and macroeconomic discipline had ensured continuous progress, sustainable growth, and investor confidence, positioning the country as one of the most attractive destinations for investment in the region.
“This performance is underpinned by prudent macroeconomic management and comprehensive structural reforms that ensure both stability and competitiveness. Our reform path is focused on disciplined, predictable, and measurable results, fostering investment continuity and investor confidence. As a result, Georgia remains an attractive investment destination, with its legal, business, and investment environment consistently receiving high evaluations from leading international rating institutions”, Kobakhidze noted.
He further stressed that Georgia ranked second globally in operational efficiency and third in regulatory framework in the World Bank’s B-READY ranking.
“Georgia stands out prominently in the World Bank’s B-READY ranking – second place in operational efficiency and third place in regulatory framework – underscoring our commitment to efficient business processes and robust regulatory standards. According to World Bank data, Georgia ranks third globally among countries with the lowest tax burden. According to the 2023 Open Budget Survey (OBS) by the International Budget Partnership (IBP), Georgia scored 87 out of 100 in the state budget transparency ranking, securing first place among 125 countries worldwide”, the PM concluded.
