Georgian Justice Minister highlights Georgia’s full commitment to ECHR decisions

Georgian Justice Minister Paata Salia on Thursday said Georgia was a state that was faithfully implementing the decisions of the European Court of Human Rights.

Salia responded to the recent decision of the Grand Chamber of the European Court of Human Rights in the case of Tsaava and Others v. Georgia. The case concerned the protests held on June 20-21, 2019, and the use of special measures to disperse demonstrators.

In his interview with Imedi TV, Salia noted that the Court’s decision was fully aligned with the Georgian Prosecutor’s Office’s recent move to launch criminal proceedings against the former Interior Minister and ex-PM Giorgi Gakharia.

“Today's decision demonstrates that the decisions taken by the European Court and the decisions taken at the local level are in full accordance with each other. The Prosecutor's Office of Georgia initiated criminal prosecution against Giorgi Gakharia on November 12, 2025. This circumstance could not have been included in the decision of the European Court of Human Rights, since the deliberations and substantive consideration of the case had already been completed. However, this once again emphasises that the actions taken by the European Court are in full accordance with the actions that the Prosecutor's Office of Georgia is taking today”, Salia said.

He further added that the Prosecutor's Office would take into account all the circumstances established by the European Court of Human Rights in the investigation of the case.

“We are a state that faithfully complies with the decisions of the European Court of Human Rights. In this case, the ruling has already been largely implemented at the national level by the Prosecutor’s Office, and of course, the Prosecutor’s Office will consider all the facts determined by the ECHR”, he concluded.
