Georgian Foreign Ministry issues statement on 65th round of Geneva International Discussions

The Georgian Ministry of Foreign Affairs on Thursday released a statement regarding the 65th round of the Geneva International Discussions.

According to the statement, during the negotiations, the Georgian delegation focused on the necessity for Russia to fully implement its international obligations under the EU-mediated ceasefire agreement of August 12, 2008, as well as on ensuring the safe and dignified return of internally displaced persons and refugees to their homes in the occupied territories.

“The 65th round of the Geneva International Discussions was held on 11-12 November 2025, with the Georgian delegation led by Lasha Darsalia, the Deputy Minister of Foreign Affairs. During the talks, the Georgian side emphasised the key issues on the agenda of the Geneva Discussions, including the need for Russia to fulfill its commitments under the 2008 ceasefire agreement and to guarantee the safe and dignified return of internally displaced persons and refugees to their homes”, the statement read.

The Georgian delegation underlined the importance of resuming the Incident Prevention and Response Mechanism (IPRM) meetings in Gali without any preconditions, as well as regularly convening these mechanisms in Gali and Ergneti in full compliance with their fundamental principles.

The Georgian side raised grave concerns over the deteriorating security, humanitarian, and human rights situation in the occupied regions and condemned the destructive actions of the occupation regimes.

The delegation expressed particular concern over recent developments, including the illegal launch of operations at the Sokhumi airport, the commencement of regular flights, and the opening of railway and maritime passenger connections between Russia and Sokhumi - all in violation of international law and its fundamental principles.

As in previous rounds, the representatives of Russia and its occupation regimes walked out of the negotiations when the issue of the safe and dignified return of internally displaced persons and refugees was raised, leading to the collapse of the 65th round.

The Geneva International Discussions were established on the basis of the EU-mediated ceasefire agreement of August 12, 2008. Their main topics include the implementation of the ceasefire agreement, the safe and dignified return of displaced persons and refugees, and addressing the security and humanitarian challenges resulting from the Russian occupation.
