Gallup releases 2025 Law and Order Index: Georgia ranks among top 20 globally

The American analytics organization Gallup has published its 2025 Law and Order Index. According to the index, Georgia scored 88 out of 100, placing 22nd among 144 countries and territories and 19th among sovereign states, tied with Germany, Portugal, Sweden, and Estonia.

The index is based on a global survey assessing individuals’ personal safety and their experiences with crime and law enforcement. Respondents answer four questions:

  • Do you feel safe walking alone at night in your city or neighborhood?
  • Do you trust the local police in your city or neighborhood?
  • In the past 12 months, has anyone stolen money or property from you or a family member?
  • In the past 12 months, have you experienced assault or robbery?

Georgia outperformed all G7 countries, as well as the 30 members of the OECD, EU, Schengen Area, and NATO. These countries include the United States, United Kingdom, Japan, Canada, France, Italy, Ireland, Spain, Belgium, Netherlands, Czech Republic, Slovakia, Poland, Slovenia, Croatia, Latvia, Lithuania, Greece, Hungary, Romania, Bulgaria, Malta, Cyprus, Albania, North Macedonia, Turkey, Israel, New Zealand, Australia, and South Korea.

Among EU countries, only Norway, Austria, Denmark, and Finland ranked above Georgia.

Gallup is recognized as one of the 35 internationally acknowledged evaluation organizations that inform the World Bank’s Global Governance Indicators.

In the latest World Bank governance report, Gallup ranked Georgia among the top 20 countries for freedom from corruption. Based on the global survey question - “Is corruption widespread in government?” - Georgia was placed 16th in the world for government integrity.
