Georgian Parliament official: legislative measures aim at survival amid geopolitical challenges

Archil Gorduladze, the chair of the Georgian Parliament’s legal affairs committee, on Sunday framed recent legislative efforts as part of a broader “daily struggle for survival”, arguing that both legal reforms and practical measures were ultimately designed to safeguard the country’s stability and future.

In his remarks, Gorduladze suggested that the country’s geopolitical position leaves it with little choice but to remain in a continuous state of readiness.

“Considering the geopolitical situation and the location of our country, we are forced to fight for survival - every day. In this struggle, whether through legislative changes or practical measures, the ultimate goal is for the nation, as such, and our country to survive”, he said.

The official further noted that legislative initiatives were not arbitrary but were shaped by the need to ensure national resilience.

“Laws are not created to be repressive or to hold someone accountable for its own sake. First and foremost, the main purpose of the law is prevention - prevention of certain violations. For example, ten people can stand side by side, hold hands, and block a road. Can we do it? Physically, yes. But can you name even one country where, for 300 days - maybe even 400, as they themselves keep count - 50 to 100 people can impose their will on 1.2 million citizens? Does such an example exist? I will tell you directly - no”, Gorduladze noted.

He also highlighted that the exercise of freedom must be limited when it infringes on the rights of others.

“If I want to do something, does it mean I must do it in a way that creates problems for others? Or does the principle apply that my freedom ends where another person’s rights begin?” he concluded.
