Georgian PM says development of civil service holds special place in Gov’t’s reform agenda

Georgian Prime Minister Irakli Kobakhidze on Tuesday said the foundation of effective governance was not only modern systems and streamlined processes, but also professional, motivated and highly responsible public servants.

In his speech at the UN Public Services Forum in Tbilisi, Kobakhidze noted that the development of the civil service had a special place in Georgia’s reform agenda.

“The foundation of effective governance is not only modern systems and streamlined processes, but also professional, motivated and highly responsible civil servants. That is why the development of the civil service occupies a special place in Georgia’s reform agenda, within the framework of which the legislative and institutional changes implemented in recent years have significantly strengthened modern systems of human capital management and civil service development”, the PM said.

“Today, the public sector employs about 45,000 employees. In order to ensure an open and competitive environment in the public service, approximately 3,500 vacancies were published through the unified electronic employment platform last year alone”, he continued.

Kobakhidze also added that supporting young people also remained an important priority of the Government.

“Within the framework of the Government program of paid internships, more than 1,400 young people were given the opportunity to gain their first professional experience in the public sector, and hundreds of them continued their professional activities in the public service”, he noted.

He further emphasized that the modernisation of the public sector and the continuous improvement of the quality of governance remained one of the key aspects of the country's long-term development.

“Recent years experience shows that there is a close link between institutional reforms and economic progress. Georgia's average economic growth rate in 2021-2025 was 9.3 percent, and according to data from the first four months of 2026, the economy grew by 8.3 percent”, the PM added.

Kobakhidze underlined that according to the International Monetary Fund, Georgia would remain one of the fastest growing economies in Europe and the region in the medium term.

“These results are naturally determined by many factors, but their foundation is effective state institutions, responsible economic policy and consistent implementation of reforms. That is why for us, modernisation of the public sector and continuous improvement of the quality of governance remain one of the main aspects of the country's long-term development”, he noted.

“In this process, we attach special importance to international cooperation and sharing of experience. I am confident that the UN Public Services Forum will contribute to the formation of new partnerships and the sharing of best practices, which will help the further development of the public sector. I wish the forum success, and I wish the forum participants interesting discussions and fruitful cooperation”, the Government head concluded.
