Georgian Parliament official draws attention to claims at NATO PA session that Ukraine serves as technology testing lab

Ukraine is increasingly being viewed as a “laboratory” for testing technologies and other innovations, a characterisation that raises important questions, said on Monday Levan Makhashvili, the Chair of the Georgian Parliament’s European integration Committee, who is attending the NATO Parliamentary Assembly Spring Session in Vilnius together with Georgia’s permanent parliamentary delegation.

Makhashvili said the assembly is taking place at a critical moment in global geopolitics, as major powers compete to expand and protect their influence.

“The Georgian parliamentary delegation continues to participate in the NATO Parliamentary Assembly. The discussions are very interesting. In general, this assembly coincides with a highly critical period in the geopolitical process. The international community sees the current situation, how major states are competing for influence, and naturally both Europe and NATO are considering how they can become more active and effective in this process”, Makhashvili said.

According to him, the parliamentary debates are part of a broader global discussion on how NATO can adapt to ongoing geopolitical changes and play a more effective role in addressing emerging challenges.

He noted that one of the most notable discussions focused on developments in Ukraine.

“The most striking assessment was that today Ukraine represents a kind of laboratory in many respects, including for testing technologies and other innovations. That characterisation can say a great deal about the current situation”, Makhashvili stated.

The Chair added that it is unfortunate when a country that has made such significant sacrifices is perceived primarily through that lens.

“Generally speaking, it is regrettable that despite such tremendous sacrifice, a country is viewed as a laboratory. Instead of standing sincerely alongside the Ukrainian people and supporting them through this process, some view the country as an environment where they can test and improve their own technologies. Once again, they are looking at these developments largely through the prism of their own interests”, Makhashvili said.

The NATO Parliamentary Assembly Spring Session is being held in Vilnius and brings together lawmakers from NATO member and partner countries to discuss key security, defense and geopolitical challenges facing the Alliance.
